The Solar Energy Corporation of India Limited (SECI) has invited bids for the development of grid-connected rooftop solar PV systems at multiple government and institutional locations across India. The projects will be implemented under the Capital Expenditure (CAPEX) model, supporting the country’s broader renewable energy expansion and clean-energy targets.
SECI issued the Request for Proposals (RfP) under Tender No. SECI/C&P/OP/15/0005/26-27 on August 6, 2026. The tender covers a combined tentative rooftop solar capacity of 922.635 kW for several government and institutional organizations.
The participating organizations include Employees’ Provident Fund Organisation (EPFO) regional offices, West Zone Cultural Centre, Textiles Committee, National Book Trust, Central Silk Board institutions, South Zone Cultural Centre, and the Institute of Hotel Management, Ahmedabad. SECI will oversee the procurement and bidding process, while the respective organizations will own the completed solar installations.
Selected developers will be responsible for the end-to-end implementation of the projects on a turnkey basis. Their responsibilities will include system design and engineering, equipment supply, civil works, installation, testing, commissioning, and related project activities. Developers will also provide five years of comprehensive operation and maintenance (O&M) services following project acceptance.
The solar projects are required to be completed within six months from the Effective Date of the Contract Agreement. Following commissioning and operational acceptance, the O&M responsibility will continue for 60 months.
The procurement will follow a single-stage, two-envelope bidding process through the ISN-ETS electronic tendering platform. Bidders must submit an Earnest Money Deposit (EMD) of INR 900 per kW of quoted capacity. The EMD can be provided through a Bank Guarantee, Payment on Order Instrument, or Insurance Surety Bond. Udyam-registered Micro and Small Enterprises are exempt from the EMD requirement.
Successful bidders will also be required to submit a Contract Performance Guarantee equal to 7.5% of the total Contract Agreement Value. The guarantee must be submitted within 20 days of the Notification of Award or before signing the agreement and will remain valid for 70 months, covering project execution, O&M, and an additional claim period.
Under the tender conditions, SECI will charge successful developers a success fee of INR 1,350 per kW, plus applicable GST. Projects must achieve a minimum annual Capacity Utilization Factor (CUF) of 15%. Developers that fail to meet the required generation performance may be subject to a penalty of INR 4 per kWh for the shortfall.
The tender provides an opportunity for solar developers and EPC companies to participate in government-backed rooftop solar projects while expanding distributed renewable energy capacity across public and institutional facilities in different parts of India.
