The Chhattisgarh State Renewable Energy Development Agency (CREDA) has invited bids for the supply, installation, and commissioning of off-grid Solar Photovoltaic (SPV) power plants across Chhattisgarh. The tender aims to standardize rates for solar systems that will be deployed at different locations throughout the state.
The proposed projects will use LMLA and T-Gel battery banks along with off-grid Power Conditioning Units (PCUs). Selected system integrators will be responsible for the complete project lifecycle, including equipment supply, installation, commissioning, insurance, repairs, maintenance, and a five-year comprehensive maintenance contract (CMC).
The tender has an estimated value of approximately ₹100 crore and is expected to cover around 1,000 off-grid solar power plant units over a one-year period. It has been issued through the Government e-Marketplace (GeM) under Bid Number GEM/2026/B/7833011 and Tender Reference No. 5363/CREDA/SPV-PP/2026-27.
For bidders, the standard Earnest Money Deposit (EMD) is set at ₹10 lakh for individual and consortium participants. New entrepreneurs can benefit from a reduced EMD of ₹2 lakh, while eligible Micro and Small Enterprises (MSEs) and DPIIT-registered startups can receive complete EMD exemption subject to the required documentation.
Successful bidders will also have to submit a Performance Bank Guarantee or Security Deposit in accordance with CREDA’s financial and contractual requirements. This is intended to ensure proper project execution and fulfillment of the five-year maintenance responsibilities.
The tender was released on July 31, 2026, with bid documents available until August 20, 2026, at 5:00 PM. The pre-bid query period ended on August 6, while the pre-bid meeting was scheduled for August 7 at CREDA’s head office in Raipur.
System samples are scheduled to be displayed on August 13 between 12:00 PM and 2:00 PM. Both online submissions through GeM and physical document submissions at CREDA’s Raipur office are scheduled to close on August 20 at 5:00 PM. The submitted bids will remain valid for 180 days from the deadline.
The technical bids are scheduled to open on August 21, with technical evaluation beginning on August 24. The price bids are scheduled to open on August 31.
Eligibility requirements vary according to project category. Category-I bidders, covering systems ranging from 1 kW to 10 kW, must have an average annual turnover of at least ₹5 crore during the previous three financial years. Category-II bidders, covering systems from 15 kW to 50 kW, must have an average annual turnover of at least ₹10 crore.
Applicants must also meet the required positive net-worth criteria and submit valid test reports for the relevant solar and electrical components.
The tender represents a significant opportunity for solar EPC companies, system integrators, manufacturers, and eligible renewable energy businesses, while supporting the expansion of decentralized and off-grid solar power infrastructure across Chhattisgarh.
