FCI Aravali Gypsum and Minerals India Limited (FAGMIL), a Government of India enterprise under the Department of Fertilizers, has issued a tender for setting up a 2.52 MW AC solar power plant at Bhawad in Osian, Jodhpur, Rajasthan.
The project will be developed under a 25-year Build-Own-Operate (BOO) model, with the selected developer responsible for land arrangements, project financing, engineering, construction, commissioning, and operation and maintenance of the plant.
The proposed project will have a minimum 3.024 MWp DC capacity and 2.52 MW AC capacity. The developer will also be required to achieve at least 41.94 lakh units of electricity generation annually and maintain a minimum plant availability of 95%, excluding grid-related outages.
FAGMIL has already entered into a Power Purchase Agreement with Rajasthan Urja Vikas and IT Services Limited (RUVITL). The PPA, signed in June 2025, carries a benchmark tariff of ₹3.323 per unit.
The tender follows an L-1 bidding process, with bidders evaluated on the basis of the net savings offered to FAGMIL. In case of identical bids, preference will be given to the bidder with the higher financial turnover in FY 2024–25.
Eligibility Requirements
Bidders must have a minimum net worth of ₹5 crore as of FY 2024–25 and an average annual turnover of at least ₹10 crore over FY 2022–23 to FY 2024–25.
The tender requires an Earnest Money Deposit of ₹10 lakh and a Performance Bank Guarantee of ₹30 lakh. No specific exemptions have been provided for MSMEs, Udyam-registered firms or startups.
Tender Schedule
The tender was issued on August 14, 2026. The pre-bid meeting is scheduled for August 20, while bidders can submit clarification requests until August 26. The deadline for online bid submission is August 28, with bids scheduled to be opened on August 29, 2026.
The selected developer will have to commission the solar plant within four months from the award of the work order or agreement, with the PPA’s scheduled commissioning deadline set for March 31, 2027.
The project adds to Rajasthan’s growing renewable energy pipeline and is expected to contribute to the state’s expanding solar generation capacity.
