UPNEDA Invites Bids for 11 MW Rooftop Solar Projects at Government Buildings Across Uttar Pradesh

The Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has invited bids for the installation of 11 MW of grid-connected rooftop solar projects at government buildings across Uttar Pradesh.

The tender covers the supply, installation, testing and commissioning of rooftop solar systems, along with comprehensive maintenance services for five years after commissioning. The estimated value of the tender is around ₹55.46 crore, including GST.

The 11 MW capacity has been divided into three categories. Category A covers systems ranging from 1 kW to 10 kW with a total capacity of 5 MW. Category B covers 11 kW to 100 kW systems, also totaling 5 MW, while Category C includes systems between 101 kW and 500 kW with a total capacity of 1 MW.

Projects to Be Executed on Turnkey Basis

Selected contractors will be responsible for the complete execution of the projects, including equipment supply, installation, testing and commissioning. Each work order must be completed within four months from the date of issuance.

Contractors will also be responsible for providing comprehensive operation and maintenance services for five years following commissioning.

The tender was released on August 22, 2026. A pre-bid meeting is scheduled for August 27, while the deadline for submitting bids is September 15, 2026. Technical bids will be opened on September 16, with the financial bids to be opened later for technically qualified bidders.

Tender Requirements

The tender requires an EMD of ₹52.63 lakh for Category A, ₹50.14 lakh for Category B and ₹8.13 lakh for Category C. Eligible micro and small enterprises based in Uttar Pradesh may receive EMD exemption subject to the applicable conditions.

Successful bidders will also be required to submit a Performance Bank Guarantee equivalent to 5% of the work order value.

Bidders must have relevant rooftop solar project experience of 1.5 MW for Categories A and B and 300 kW for Category C. The minimum average annual turnover requirements are ₹7.89 crore, ₹7.52 crore and ₹1.22 crore, respectively.

UPNEDA will implement the tender on a rate-contract basis, allowing project quantities to be adjusted depending on requirements, funding availability and contractor performance.

The initiative is expected to expand rooftop solar adoption across government buildings in Uttar Pradesh, helping public institutions reduce dependence on conventional electricity while supporting the state’s broader renewable-energy expansion.
