The Solar Energy Corporation of India (SECI) has invited bids for the development of a 100 kW rooftop solar PV hybrid power project at the National Institute of Wind Energy (NIWE) campus in Pallikaranai, Chennai.
The project will be implemented under the CAPEX model, with NIWE funding the project and SECI acting as the Project Management Consultant. The tender was issued on August 28, 2026, through a single-stage, two-envelope bidding process.
Under the project, the existing 30 kW rooftop solar plant at the NIWE campus will be dismantled and replaced with a new 100 kW hybrid rooftop solar system. The selected contractor will be responsible for the complete design, engineering, procurement, installation, testing and commissioning of the system on a turnkey basis.
The proposed system will have both on-grid and off-grid capabilities, allowing it to meet different electricity requirements at the campus. The selected developer will also provide five years of operation and maintenance (O&M) services after commissioning.
The project is required to be completed within six months from the effective date of the Contract Agreement. Bidders must also conduct a mandatory site visit before submitting their proposals.
The tender requires an EMD of ₹1.20 lakh and a response fee of ₹5,000 plus GST, subject to exemptions available to eligible Micro and Small Enterprises with valid Udyam registration.
The selected contractor will be required to maintain a minimum annual Capacity Utilization Factor (CUF) of 19%. Delays in project execution may attract liquidated damages, while failure to meet the guaranteed CUF will result in penalties as specified in the tender conditions.
